Oil spill dribbles for years in Brooklyn and Queens

Commentary: When they found one of the world's largest oil spills beneath New York City, state, federal, and oil company officials did the only logical thing: They passed the buck.

For years an oil spill has been expanding in Newtown Creek, between Brooklyn and Queens.  Estimates are that there are between 17 million and 30 million gallons of oil -- more than 50 percent larger than the Exxon Valdez Alaska oil spill. No governmental agency wants to force a clean-up by tangling with the oil companies believed responsible (ExxonMobil?
